GFCI in (storage sheds) at airport hanger complex

On inspecting a newly constructed Airport hanger complex, The end hanger stalls are called storage sheds on the plans, but are 21X 21 feet and have 20X16 foot bi-fold doors. I made the call that the rec.s in these (sheds) must be GFCI protected. another inspector says that GFCI is not required by code although they will be used for storage and maintenance of mowing and other equip. I am using article 511.12 as my guide. are there any other articles that would cover this question?;)

511.1 Scope. These occupancies shall include locations
used for service and repair operations in connection with
self-propelled vehicles (including, but not limited to, passenger
automobiles, buses, trucks, and tractors) in which
volatile flammable liquids or flammable gases are used for
fuel or power
.

I don't think the size matters much. I don't think the code defines how big a shed can be. It seems to me that in context of some other parts of the article, that this article is intended to apply to a commercial occupancy, and I don't see how this would qualify as commercial. In fact the article title uses the word commercial in it, even though the scope does not limit it that way.

511.12 Ground-Fault Circuit-Interrupter Protection for
Personnel. All 125-volt, single-phase, 15- and 20-ampere receptacles
installed in areas where electrical diagnostic equipment,
electrical hand tools, or portable lighting equipment are
to be used shall have ground-fault circuit-interrupter protection
for personnel.

Again, this sounds to me like more of a typical car repair place than a storage shed for lawn mowers where occasionally some limited repair or maintenance is done on the lawn mowers.
