GFCI locations

The 2020 Code cycle made significant changes to this section, such as: All 125- through 250-volt rated receptacles supplied by a single-phase branch circuit rated 150 volts or less to ground are required to have GFCI protection. So is this confusing? If I am working in a commercial building installing receptacles for 5 offices,no water in sight, does it need GFCI? Does NEC mention anywhere it pertains just wet/damp locations,

Your original post left out an important part of the wording....."installed in the following locations"
For GFCI to be required it must be one of the areas listed in that section.

You have to read all of the words in the code sections to apply the rules.
(A) Dwelling Units.
All 125-volt through 250-volt receptacles installed in the locations specified in 210.8(A)(1) through (A)⁠(11) and supplied by single-phase branch circuits rated 150 volts or less to ground shall have ground-fault circuit-interrupter protection for personnel.

(B) Other Than Dwelling Units.
All 125-volt through 250-volt receptacles supplied by single-phase branch circuits rated 150 volts or less to ground, 50 amperes or less, and all receptacles supplied by three-phase branch circuits rated 150 volts or less to ground, 100 amperes or less, installed in the locations specified in 210.8(B)(1) through (B)(12) shall have ground-fault circuit-interrupter protection for personnel.
