GFCI on Bottle water dispensers

Code requirement is for a drinking fountain. A drinking fountain is not defined, we know what something is until we have to use a GFCI for it.
To me, a bottled water dispenser is the same as a refrigerator with a water dispenser in the door, neither of which require a GFCI (unless the location such as a basement requires it). My final answer is no.

I like the analogy, and I agree with the statement.
