GFCI or Not?

A laundry-circuit duplex receptacle serving a washer and dryer, both 120 volt and cord and plug connected and not easily moved from one place to another, is located 3 feet from a laundry sink.
2005 NEC 210.8 (7) requires this receptacle, within 6 feet of the sink, to be GFCI protected.
2005 NEC 210.8 (5) Exception No. 2 exempts this receptacle, which is located in an unfinished portion of the basement and which is located within dedicated space for each appliance, from being GFCI protected.
Which is it? Thanks.

I agree with the others GFCI protected even if the outlet is only accessible by moving the washer.

In the 2008 there is no exception for the basement or garage appliances.
