GFCI protected basement circuits

I need to wire an unfinished basement that is being finished with insulation, sheetrock, and flooring. The floor is a slab that will be covered with engineered wood product. Should I GFCI all receptacle circuits because a slab is below the new flooring?
 
There is no requirement for GFCI protection simply because there is a slab below the finished flooring. Here is the code section:

210.8(A)(5) Unfinished basements ? for purposes of this section,
unfinished basements are defined as portions or areas of
the basement not intended as habitable rooms and lim-
ited to storage areas, work areas, and the like.
 
It can have exposed concrete floor and still be considered finished, key words there is "habitable rooms".
