GFCI protection in non-dwelling buildings

Why are 120-volt outlets not required to have GFCI protection in non-dwelling buildings per NEC 210.8.B? Other than for Code reasons, wouldn't you want outdoor outlets GFCI protected? Some people might be concerned about nuisance tripping. I have been told that Iowa OSHA does require them in Iowa. Could you comment on that? Thanks. Matthew Hermanson Fort Dodge, Iowa

If I'm not mistaken, there was a proposal that was doing quite well for the 2005 that would require this for receptacles accessible to the public.
