GFCI Protection Required in a Sewer Lift?

A city sewer lift station has a 120V receptacle located under fiberglass dog house that covers the pumps and the control box.

Since it is normally not exposed to weather and is not accessible to the public does it require GFCI protection and an in-use cover?
 
It does not require in use cover but there is no exception for GFCI. I would ask the AHJ for a variance as this will be a major problem one day.

AMENDMENT 210.8(A)(3)
Amend NEC 2008:
(3) Outdoors


Exception No. 1 to (3): Receptacles that are not readily accessible and are supplied by a dedicated branch circuit for electric snow-melting or deicing equipment shall be permitted to be installed in accordance with the applicable provisions of Article 426.

Exception No. 2 to (3): A single outlet receptacle supplied by dedicated branch circuit which is located and identified for specific use by a sewage lift pump.

I agree that the NEC has no exception but the state of NC does
If it is a single device yoke on its own circuit then GFCI would not be required
 
Yes I know NC has an amendment but the op is in Colorado. Because we had an amendment I thought he should ask his ahj. Some place have unwritten amendments.

NC also allow us to enter the back of a wp panel without attaching it to the enclosure but that has never been written for some reason. It is done all over the state as far as I know.
