GFCI receps within 6 ft of sink yes or no

Okay guys I know U have to do this however my boss today said that we could use a single outlet to supply a phone and data board that is within 6 ft of a utility sink, also the panel is within 6ft. Is the single recept. ok and do we have to move the panel or put a Gfci main bkr in it?

Depending on whats fed from the receptacle, it may be more of hazard to use a GFCI-if it was the main phone system it would not be handy to have it trip the GFCI. At least the single rec limits additional loads, unless a plug strip is used. There is an exception for GFCI protection for dwelling unit basement recps used for a plug in wall wart for a fire alarm panel, this was added in the 2002 NEC.
The answer in part depends on the location, and occupancy.

This is a commercial building. The sink is in the same room as panel and hot water heater.

GFCI's are required in bathrooms, rooftops and kitchens in commercial. If you are not in one of those three, you do not need a GFCI on the receptacle at all.
