We have a telecomm customer who wants to extend a 20a circuit from a piece of equipment they already have onsite. The 20a circuit is a 20a gfci outlet used for general receptacle. The circuit will be used for a piece of outdoor piece of equipment on cell tower that wont be GFCI protected or would it need to be? basically because equipment is being used outside does it need to be gfci ?

If it is outdoor, then the receptacles must be gfci protected. There is an exception that may be used

Exception No. 2 to (4): In industrial establishments only, where the
conditions of maintenance and supervision ensure that only qualified
personnel are involved, an assured equipment grounding conductor
program as specified in 590.6(B)(3) shall be permitted for only those
receptacle outlets used to supply equipment that would create a greater
hazard if power is interrupted or having a design that is not compatible
with GFCI protection.
