GFCI Testing

Currently we do not have a GFCI testing program in our facility (industrial manufacturing). I am working on correcting this. I read the 2002 NEC and 2004 70E and we comply with having GFCI's in required locations, however I am getting a lot of arguments that GFCI's are required within 4ft of any water source. I can not find info to support this. Is this from older code or are they just blowing smoke? Maintenance workers are supplied with portables, my concern is with the permanently installed units. Any help is appreciated.

I have reviewed those as well and found nothing that states any distance requirements, with the exception of bathrooms, wetbars,etc. None of which seem to apply to drinking fountains, water coolers, hose bibs, etc.

I don't think that there is any requirement to provide GFCI protection in those areas, however, both the NEC and OSHA require that all tools and extension cords used for construction, maintenance or repair have GFCI protection. This protection can be provided by a permanently installed GFCI protected receptacle or a portable GFCI device that is plugged into the nonprotected receptacle. Note that the OSHA rule requires that the portable GFCI device be plugged directly into the receptacle. In other words if you are using an extension cord, the GFCI device must be at the supply end of the cord, not the load end.
