gfci tripped by hot plate

have completed several science rooms at a high school. gfci protected outlet supposed to be used for the hot plates, however the gfci keeps tripping. Hot plate maximum draw is only 11.3 amps. When I put hot plate on non-gfci protected outlet it works fine. its the same for all the outlets and all the hotplates. Anyone with insight on this please enlightin me as to how this can happen, when the plate is not grounding out.
