There is no article in the NEC that states whether a GFCI will work without an EGC. That is a design issue that is part of the UL listing for the product.
As for the provision that you are allowed to use a GFCI receptacle as a replacement for an old receptacle in a circuit without an EGC, that is 406.4(D)(2) in the 2011 code. Not sure about the 2008 though.
 
If the OP is looking for where GFCI's can be used to replace non grounding type outlets (without an EGC present) see 406.3(D)(3)

And Adding a Green insulated or Bare conductor to the receptacle does NOT a ground make... :)
