210.8(A) defines locations where they are required in dwelling units. My take is if the washer (no sink) is in an unfinished area of a basement or garage, yes. If it is in a finished area (no sink) then no.

I agree with Kinggb. It depends on location however if the washer is in a laundry room inside a dwelling and not in an unfinished basement then there is no need for gfci. Add the sink within 6' and you must add the gfci
