I do agree that the citation in 210.8(E) does apply to 210.63(A) and (B). However, that does not bring all electrical and mechanical rooms into the game. In fact, it does not bring any room at all into the game, at least not directly. The equipment that needs "dedicated equipment space" is limited to four items: switchgear, switchboards, panelboards, and motor control centers. Wherever such things are installed, there must be a receptacle in the area. Such things are often placed in electric rooms, and sometimes placed in mechanical rooms. But it is the presence of the equipment, not the existence of the room, that brings into play the requirement for the receptacle.
