We are in NEC 2014. I have cabinet located in commercial kitchen. Inside the cabinet are 120V 20A single phase power strip.

I would say the power strip requires GFCI NEC 2014 section 210.8(b). However, I am being told that they are inside the cabinet not in Kitchen so GFCI are not necessary.

What do you all think?
 
Who is telling you? Generally, putting things inside cabinets/furniture doesn't magically make them not be in the room that the cabinet is contained in. Note than unlike dwelling units where only the countertop (and in later codes, those near the sink) receptacles need GFCI protection, all the 120 15/20A ones in a non-dwelling kitchen require it. It's possible that "they" are getting dwelling units and "other than dwelling units" confused.
 
In a commercial setting I don't see much question. 210.8 states "Kitchens" without
exceptions.
