GFCIs in Laboratories

Consider a Laboratory such as might be in a University or even a commercial chemical laboratory. The laboratory has sinks and receptacle outlets close to the sinks. Gut feeling says that these outlets should be GFCI types for personnel protection but I can't find any code reference that requires that. Or, would non-GFCI receptacles be permitted in this application?
Any help would be appreciated.

That's correct. They are not required. Had that out with an insurance inspector last year at a plant I do work for. He wanted GFCI in places that had a water source. I just asked him. "is this a bathroom? No. Is this a kitchen counter? No. Is this a roof top? No. Then I am not required to have the plant install GFCI receptacles here and it wouldn't be wise for them to do so." I made copies of code referances and gave them to him.
 
NEC is a minimum standard. If your lab is in Washington State, any wet location reqquires GFCI by state rule.
