GFCI's required?

I am bidding a machine shed for a farmer. He's going to have a drain and water hookups on each wall. The shed is 60 x 90 feet. I bid the shed with GFCI's along all of the walls, but another contractor had quite a few non GFCI receptacles on his bid. I would think this structure would call for all GFCI's. What is the proper way to do this? Am I missing something?

The other contractor was probably figuring 1 GFCI receptacle at the head of the (each) circuit and feeding regular receps downstream from them.

It sounds like he intends to put in a sink [if so, 210.8(B)5.] Could the other bidder have considered a GFCi ocpd?
