Code book not available to me at the moment could you explain 406.9. Does it require WR rating for outside use ofGFIC;s?
 
I do have the code book. 406.9 says nothing about GFCIs. The requirement for GFCIs outdoors comes from 210.8. What 406.9 requires for damp locations is an enclosure that is weatherproof when the plug is removed and the cover is closed. For 15 and 20 amp receptacle outlets in wet locations, the cover must be weatherproof whether or not the plug is inserted. For other than 15 and 20 amp receptacles in wet locations, the cover must be weatherproof whether or not the plug is inserted, unless it is intended to be used only while the device being plugged in is attended by a person (e.g., portable tools).
 
Tom, the OP did not say "wet," he said "outside." That could be either "damp" or "wet," and the rules are different. The difference is essentially whether the WR rating must include when the receptacle is in use.
 
406.9(A) An installation suitable for wet locations shall also be considered suitable for damp locations.

A receptacle shall be considered to be in a location protected from the weather where located under roofed open porches, canopies, marquees and the like, and will not be subjected to a beating rain or water runoff. All 15- and 20-ampere, 125- and 250-vold nonlocking receptacles shall be listed weather resistant type.

406.9(B)(1) 15- and 20-ampere receptacles in a wet location.........shall be listed weather resistant type.
