I don't see how this meets the definition of readily accessible.
I agree with you that they are accessible as the breakers but this is a food hall with eight different vendors . If these are for Equipment that isn't easy to move wouldn't make more sense to locate them near the equipment.

Well you probably don't want to have to move a very heavy appliance, unless it is on wheels and is easy to move, just to take a look to see if the GFCI behind it is still set or tripped regardless of what code might say.Then there is the issue of if the gfci popped, what caused it? Not really that normal of an occurrence unless there is a problem with the appliance. Easy accessibility is not really a problem.
