GFI’s breakers in series. Double pole

Trying to wire a breaker for the outside spa. The main panel has a GFI breaker. I have this Square D GFI pigtail breaker. Problem is I wired like it’s suppose to be wired but it keeps tripping the main. I read somewhere that the supply has to be connected backwards or load-side to get it to work properly. I also read where the neutral remain unconnected.
But anyway I’m a retired electronics guy . I use to wire panels for large commercial buildings and huge power centers for injection molding. But I have never come across such a problem.
I realize two GFI’s is overkill but getting a fusible safety switch is more money. This should work but it keeps tripping the main. Right now it is just feed from the main.
