Normally I don't install gfi protected receptacle in finished basement, now I see more and more basements with stained concrete floors as finished product. Don't see we're gfi protection is required, but wonder if it's a good idea?

I think, with very few exceptions, GFCI protection is always a good idea.

If I was going to provide GFCI protection I would use the Combination AFCI/GFCI breakers and be done with it. Doesn't cost much extra pr circuit (Materials) and no added installation cost.

No required.

General rule here used to be if you didn't want to provide GFCI protection in a semi-finished basement - you must at least follow 210.52 spacing rules to say it is not an unfinished basement. There is a fair amount of basements around these parts that maybe have finished/semi finished walls open framing for the ceiling, and maybe some area rugs but otherwise either bare or painted concrete floors, and use the space sort of like a living room, play room, kid's hangout, man cave, etc.
