GFI cover "Wet location when closed "

Well I have an inspector telling me to install "Bubble " GFI covers on any outside Recepticals . Currently I have regular BELL tm GFI covers, the flat ones with a gasket. these are the same ones I have always installed. I do not remember if it has always had the statement on it that reads "for wet locations when cover is closed" so what the hell is that??? if it is closed at time of inspection it should be fine right ????? maybe there is a new code that deals with this because if it is only wet location when closed it is meant to be opend to use , so why would any manufacturer make these????

GOD Im getting confused.......... dont know how much longer I can take this.............
 
The cover is required to be weatherproof when the attachment plug is in it. The inspector is correct if these are installed in a wet location. Look at 406.8(B)(1).

Could be...what year NEC is the latest accepted in your area?
What year NEC are you following?

Not if you live in Northern colorado. Here it seems that "most" inspectors(notice I said most Ron) seem to think that rain can drive upside down into soffit outlets for holiday lighting or drive sideways onto a covered porch for distances up to 20'. Our company has taken recently to using the Arlington recessed boxes for weatherproof receptacles. They are much nicer looking and fairly comparable in cost.
 
An wet location receptacle is not always required to be GFCI, but it always requires a WP in use cover.
A non WP in use cover can be installed but not used, as its only WP with the cover closed!
Its easy to be confused as this rule changed a bit over the last two code cycles.
