does festoon lighting require gfi protection if its plug and play installation and the receptacle is 14 feet above ground

Is this temporary light? As far as I know if the receptacle is in a place that calls for gfci then it would need gfci protection.

this is a permanent install and the outlet is not in any location that is specified in 210.8

Then unless I am missing something I do not see why that is an issue.
FWIW & FYI a standard recep. technically cannot be dimmed.
