Gfi outlet accessible under tub ? ?

For a whirlpool tub, is a gfi outlet considered accessible if it is installed under the tub for the pump to plug into? It is in the motor access panel area. Does it matter what kind of panel ?
 
680.73 addresses location and under the '17 NEC the panel would have to be removable without the use of tools.

That section doesn't mention anything about GFCI receptacles and ready accessibility, or exclusions from the general rules on ready accessibility. My guess is as written, some will allow it some will not.
 
IMO a wall mounted faceless GFCI would be better since a GFCI receptacle needs to be readily accessible. Here's the Article 100 definition:

Accessible, Readily (Readily Accessible). Capable of being reached quickly for operation, renewal, or inspectionswithout requiring those to whom ready access is requisiteto actions such as to use tools, to climb over or removeobstacles, or to resort to portable ladders, and so forth.
