GFI protection in bathrooms.

My ego tells me I know code backwards and foreword but my brain is telling me to ask the question.

In a dorm bathroom that has multiple toilets, sinks and showers with all the lights on a single timer switch, are the lights required to be on a GFCI breaker?

There are no receptacles on this circuit, only lights and timer switch.

I referenced: 210.8 and 410.10-D
 
Lights in any bathroom are not required to be on GFCI unless their installation instructions require it. Usually the case with vent fan / light units, and usually only over a tub or shower.

Just had a San Francisco inspector inform me I did not have to have GFCI protection on lights and fans over bath or shower unless mfr suggests it.
