GFI Protection

Consider 5 story apartment building. Level 1 is strictly parking garage with exposed walls to the elements. From what I can tell, GFI protection is required in Garage space because its Garage and also its probably considered outdoors at this point. Are GFI breakers required in Stairwells from level 1 - 2 or all stairwells in general?

I would venture to guess if they're open to weather, yes, and if enclosed, no.
