The answer is maybe. The 2008 NEC would require GFCI protection within 6' of a sink in 210.8(B)(5) although exception 1 to 210.8(B)(5) might get you right back out of the requirement
. All of this, of course, is dependent on whether or not a sink is installed in that countertop.
