a quick question, is their somewhere in the code that states that a gfi receptacle is required in a public restroom/toilet?

1) Is a receptacle required in a public restroom? (No)
2) If one is provided must it be GFI protected? (Yes)

Sort of. A recep is not required in a public restroom. If one is installed, it needs GFI protection. 210.8(B).
