GFP Protection for 2000A service

I need some input for the requirements for GF protection for a 2000a, 480v, wye service. The engineer shows switchgear with a 2000a MCB without GF protection. There are an additional 8 breakers after the main, ranging for 800a to 200a, and these are showing to be GF protected. IMO, 230.95 requires the gfci protection on the entire service. Any thoughts as to if this meets the requirements of 230.95?
 
Yes, the main needs the ground fault protection. With 8 additional breakers, you can't really delete the main. The code does not require ground fault protection after the main, but engineers often add it for selective coordination.
