I would say so. But note that it says to use 210.52 to determine the number of receptacles. But the receptacles can be placed wherever. So figure out how many receptacles the glass wall requires, and place them on the other walls in addition to the outlets those walls require.

But this is what I dont understand it says to use 210.52 but it also says 210.71 first paragraph last sentence these receptacle outlets shall be permitted to to be located as determined by designer or building owner.

I am confused. If designer or building owner dont want to place receptacle on floor next to glass wall or on glass wall then he is permitted yes or no?

As Steve66 explained: Apply the 210.52 wall rule (6'-12') to determine the number of receptacles needed but placement can be as needed other than you would need floor receptacles to meet 210.71(B)(2) if the room meets the area in that Section

What is the point of installing additional receptacles on a different wall to make up for ones that can't be placed where they need to be?

I don't believe it calls for that. Placement is on as "as needed" basis. The 210.52 reference id for quantity only, not location.
(Except for the floor receptacle requirement)
