Good labor rate???

Ok... got a call Thursday about a job.
Customer wants a labor rate...

The work is on the USAFA out here. So, that means Davis-Bacon Wages.
The GC is willing to provide 2 lifts, and we buy whatever material we need.

Since the job is now T&M, I am wondering what a good labor rate would be.

According to the link, a JW makes...
ELECTRICIAN
(Including Low Voltage
Wiring and Installation of
Fire Alarms, Computers,
Telephones and Temperature
Controls)...................$ 27.80 3%+12.55

First column is for labor. Second column is for fringe benefits.
I know that I'll need to cover workman's comp, and all my standard items...
But, what do you all think?

2 guys... time... I don't know... probably a week each. Maybe a bit longer.

I'll use the standard sliding scale from this website, for the material.

80 man hours....$41.18/hr....don't do it for any less than you're normal markup on labor...i.e, normally costs you $20/hr and you bill $60...then here bill min. $80/hr/man....

Davis Bacon - Prevailing Wage Rate:Base Rate: $ 27.80 Fringe: $ 12.55 Percent: $ 1.03 Total Wage: $ 41.56 FICA6.20% $ 2.58 Medicare:1.45% $ 0.60 FUTA0.80% $ 0.33 Unemployment:4.20% $ 1.75 General Liability:3.85% $ 1.60 Worker's Comp:7.18% $ 2.98 Costs: $ 9.84 Total Cost: $ 51.40

doesn't matter...if you normally make $30/hr Gross Margin on your man, don't do this job for less...because if they weren't on this job, they would be somewhere else making you $30/hr...
 
Only slightly off topic- is there a good thread here somewhere that explains D-B jobs? I remember when working for someone else the goal was to always get on one of these jobs (it always went to a crew that I was not on). From reading here I have gotten (is that a word?) the impression that you can actually make less than your current salary. Is there any one place I can go to educate myself about this?

Ok,
How do I calculate the labor rates?
I am attaching a Word document of an Excel spreadsheet showing my current thoughts on calculations. It only addresses Journeyman through 1st year rates and costs.

What do you think? Am I on the right track?
This is different than what I currently use to charge, however, I am told that this is closer to what needs to be done...

Thoughts?

First time I ever had to figure out all the Davis Bacon stuff for paying employee's, I was having trouble with the figures and how to get it right. I went to the CM (construction managers) company that was managing the project for the govt. to get help prior to the first payroll. They were very helpful in getting me set up with the right certified payroll for the project. If your project has a CM maybe they can assist you. It is in their best interest to get you up to speed as well as yours, since it is twice the work to reject a pay request than if it is done right first time.
