One of the guys called me from this job, said he can’t get anything in the Eaton supplied lighting control panel to work. Asked him to send me a pic of it......

Take a look at the transformer in the bottom left. Nice job QC.

These relays are controlling remote-switching circuit breakers.

If this isn't a new installation, why is there so much dust on the equipment?? Including the transformer!

My question is what is powering the display on the controller? Backup battery if transformer is not working?
Probably 120V incoming. If you look, that transformer is 120V primary, 24V secondary, I'm assuming for the relays (some of the wires are labeled 24V). So the 120V is there and powering the Intermatic timer and they therefore think it is functional, but because they left the jumpers off of the transformer, there is no 24V secondary, so the relays don't work.

Here is a wiring diagram for an Acme CPT that is 120/240 to 24V, most brands will use the same convention. You can see that for 120V input, they needed jumpers from H1-H3, then from H2 to H4. No jumpers, no love...

I'd guess hat it has never worked, and someone has been manually turning the lights on and off for years...

That is correct.

This is a new install. Our guy was attempting to turn the lights on and called me when he could not get it to work.
