So I was in one of our substations, I was on a 6 foot fiberglass ladder cleaning the top of it. I had gloves on, and my hand touched a 4 inch pipe going into the enclosure. it was a shock like a static electric shock. I kept cleaning, and it happened a couple more times in different areas on the enclosure. It seems like it jumped too, like I didn't even touch it. Anyway, I took out my tick tracer. It didn't sense any voltage. So I got my digital multimeter. It sensed Milli volts. In different areas. One tests I did was one lead touch the pipe and I would waive the other lead in the air and as I went towards one of the lights, it went up to 290 Milli volts. I checked for amps it never went anywhere. It stood at .3 mA. I'm confused because this is not even Volts it's Milli volts. How am I getting shocked? I wasn't even grounded it just absorbs into me. Thank you for your help.

It almost sounds like it was from you moving around while on the fiberglass.
