While i don't believe this is a NEC issue, I am looking for help. Starting the second phase of a project that is Medium voltage cable (15KV)installed in interconnecting tunnels with manholes. First phase did not require that we grounded the cable in the manhole unless there was a splice. This time around we are being asked to ground even unspliced cables wherever there is a manhole.
I disagree with the engineers thoughts on this because I want to leave my cables intact. If a ground conection would be required this adds cost and a lot more labor to the job. I have looked in the NESC as well as the NEC for a refrance and cannot find anything. By the way this is a new engineer who did not even look at the job until he got there. It is not in the specs to ground unspliced cable. His argument is that it is his requirement to go above code requiremnts on this issue.
