Are any buildings exempt from having to following NEC code? I thought I've heard something like that before on a government project.

I've built some DoD projects and while there was no municipal permitting, we still had to follow the NEC and specific job requirements that exceeded the NEC. Portions of the jobs were inspected by UL, and the entire project was inspected by AFCEC.
