Grade level access

Article 210.70(2)(b)requires lighting outlets on exterior side of outdoor entrances with "grade level access". What about a Bilco door with 5 or 6 steps leading down below grade to a basement entrance door? Is a lighting outlet required or is that not, strictly speaking, a grade level assess point? As usual, thanks for the help.

In CT the State Building Inspector has decided that it is not a "real" entry, and therefore does not require a light and switch. But, I put them in anyway. He has a point, though. There is really only exit capability, and it isn't code compliant egress.

Residential Code of New York.

R303.4 Stairway illumination
... Exterior stairways providing access to a basement from the outside grade level shall be provided with an artificial light source located in the immediate vicinity of the bottom landing of the stairway.

This is what New York electricians are following for residential installations.

Thanks earlydean and pierre. Your responses are essentially one yes and one no, but, more importantly, its more a local adoption issue than a Code issue. I'll check with local authorities in my area to get some guidance.
