Grade level access

Code states that a door with grade level access requires a lighting outlet.

What if the door leads onto a raised deck that in turn is 4 steps above grade. Is a light required ?

Never really paid much attention to the specific mention of grade.

I would say yes, because of the stairs to grade. A balcony would not require a light.

But most customers will want one.
