Grandfathered wiring

In an industrial situation where there currently are 4' fluorescent fixtures mounted to a ceiling. These fixtures are fed through one of the stand offs and above the stand off is a 4" round box.

Inside this box is where the electrical connections are made but the box is covered by a mounting plate for the stand off. To get to the wire connectors requires removal of the mounting plate and partial removal of the light.

As I understand it they are grandfathered in as they are about 15 years old.

My question is if new fixtures are installed and the original mounting plate is used is this up to snuff?

I don't know of any code that requires that the wires be accessible without the removal of the fixture. If this was the case there is thousands of ceiling mounted fluorescent fixtures in violation? I have one in my kitchen. I know that the 2005 clarified that HID fixtures (410.14(B)) have to have the wiring accessible without the removal of it but I don't think this applies to pendent mounted fluorescent fixtures.

So if it is pendant mount, not surface mount, but still suspended from the box then 410.14 a&b do not apply. And it seems the new fixtures do meet code 410.16b as the wiring does not have to be disconnected to inspect the connections.
