"Grandfathering" Older Installations

Anybody have any guidelines on where to draw lines?

I am aware of Annex H but need additional help.

We have a potential job to survey a facility to document "issues". We turn in our bid Monday - a rush project.

We know there are issues with OLD panelboards, and we even looked at buying a copy of UL 67, but they want nearly $1200 for the stupid thing. (Buildings go back to early '40's!) Many of the old panelboards outdoors are rusty inside and out, you can see the conductors landing on the breakers without removing the main cover, double lugging, etc.

Many buildings have had multiple services installed over the years at various locations of a building as additional loads were added and at different voltages.


One more thing. In "earlier" days is was common practice to jumper from one disconnect to another by double lugging. Of course, these days that's a no no. Does anybody know when this practice was ruled out??

I'd put it at 1984 to say it conclusively, not knowing who inspected that connection.

Here is what I found: 1984 is when "identified" was used in place of "approved" in Section 110-14(a). In 1978 it just had to be "acceptable to the authority having jurisdiction".

On the other hand, in 1935, Section 203. c. ended with "... Not more than one conductor shall terminate under a single set-screw unless a form of terminal specifically approved for the purpose is used". 1933's didn't.

In 1937, Sec. 1117 ended "... Set-screw terminals for more than one conductor shall be of a type approved for the purpose".

From 1940 to 1978 they said "... Terminals for more than one conductor shall be of a type approved for the purpose".

Annex H is useless unless it is specifically adopted, in writing, by the locality in which you live, otherwise it is not part of the code.
