what do you think about installing a ground rod at sub panels and connecting to the ground bar with ground and neutral bars separated?

myn thoughts would revolve around the question of the sub-panel being in a separate structure where such a connection is required or, being in the same structure as it's supply, where it is not only unnecessary but troublesome.
In my experience a ground rod on a same structure panel is often installed by someone who does not understand the function of a grounding electrode versus an equipment ground.
