I think it means the tube is recycable....

It means that at least 5 in the box are bad... at least in my experience.

Lamps with green caps have a low mercury content so they can be thrown in the trash.

Standard lamps have high mercury content, and should not be thrown in the trash. (Nobody does that, do they?)

That seems to be about the average that I have had, I avoid buying them now.

From that site:

Fluorescent tubes with green end caps do not have to be recycled. They do, however, have to be placed back in their original boxes and taped up before placing in a dumpster.

only one place we work at recycles lamps. 99% of the time i just throw them in the dumpster because i like the sound they make
