green ground wire up the pole to the electric co.messenger wire

Now I have heard it all!! I have installed traffic signals for 35 years and this is a new one to me ,I have a 60 amp two pole disconnect on a telephone pole
I run 4 wires to the meter 2 black hot 1 white netural 1 green to bond signal pole and meter socket.The 60 amp 2 pole disconnect is the service as it is suitable for use as service equiptment,I ran a # 6 ground wire down the pole from the disconnect to the ground rod,normally in my state this is it 3 wires up pole to electric co.now here comes the bs the wire inspector and national grid engineer want a #6 green up to the electric co,secondarys and they want it connected to my netural bus bar,never did this before and am not going to do it now,I can see if they want to run a wire from there messenger to my ground spike I am o.k. with that but to run it through my disconnect is what I beleve a code violation,Please help !!!! george
 
Never heard of that, IE a 4 wire service. Ask them where the green wire will terminate in the transformer.
