Green wire nuts

Are the green wire nuts with the hole in them absolutely required.

I personally don’t like them at all and feel the wire sticking out of the hole makes for a difficult install in regarding to tucking the wires in the box nicely.
Id much rather use a red/yellow wire nut and shape it in just like the hots and neutrals with the tails under the wire nut.

Depends on the AHJ in the Area. Greenies are nice but Bullets (Crimps) are a lot less fill in the Box to contend with when installing devices and some AHJ's require them in lieu of Greenies

That is not something the AHJ can do, unless they have a legally adopted and published amendment to the NEC.
Here in Kansas City, about 25 years ago, a number of different municipalities (AHJs) forced their way with greenies without any amendments.

It started with 2 or 3, but I think there may have been 15 or 20 in all, just absolutely refusing any job with Buchanans (crimp sleeves). No budging.

Builders were pissed, electricians gave in.

I don't know if any AHJ is looking at it anymore, but greenies have definitely become the norm here

All good answers.
I have worked in many different States and Municipalities across the Country and you have to be aware of the Code issuance they have adopted and if they have any Amendments to the Code that are enforced in their Jurisdiction. Some of these are different enough to make someone from outside the Area fail their license exam and or Inspection unless you have done your homework regarding what they have Adopted and are Enforcing in their jurisdiction.

Around here before inspections, they did neither. I had a neighbor that I inspected the builders electrician, and he got mad because I hit him on no crimp or wire nut on the grounds, along with him running three wires to a sub panel. His excuse was “ that’s the way we always done it around here”

I wonder how it would go over if I used a red/yellow and taped it green or how about standing 30 wire nuts and spray painting them green and using them.
Hopefully the AHJ would have a sense of humor and pass it just on creativity alone
Lol lol

If there were large products with multiple dwellings, I am a bit surprised the AHJ was not served with a malicious prosecution civil suit after the project was finished. In a few cases, the contractors recovered the additional costs that were incurred by the enforcement of made-up rules.

That was the common practice in my area when I started...you just twisted up a couple of inches of the bare EGC, leaving a long tail for the devices and tucked that twisted splice to the back of the box.

Much to Ideal's disappointment there is no actual requirement to use the green wire nut, but they tried very had to make that a requirement.

Why would any jurisdiction care what is used to splice the EGC's?
Because of how people are taught to do it.

Here in KC, we almost all missed crimp sleeves.

After twisting together and cutting all of them short except for the pigtail, some guys would crimp only one edge of the sleeve with lineman's. Others would crimp flat across with lineman's.

I started seeing a lot of guys crimp flat across, and not even twist the wires together

I hated getting out another tool, so I would twist tight, then gently crimp with the teeth of my strippers, just so it would bite a little.

The one thing I rarely saw was anyone doing it right

As you know, the majority of the code is written by manufacturers! LOL!
They apparently don't have deep enough pockets to provide studies skewed in their favor like the AFCI manufacturers do. But then you are looking at only a few cents per item sold vs $50 to $70.
