CAN GET ANY SMALLER THAN THAT?????

For sole connection to a single ground rod, yes... #6 per 250.66(A).

However, you typically cannot alter installation requirements of EE/PE stamped plans without going through the revision process or its equivalent.

What size are the secondary conductors? (Please turn off the caps lock.) :)
 
I think the EE used 250.66 and based the 3/0 on the secondary conductor size.

Is this a service or Separately drive system?

Is it calling for the 3/0 to go to water bond first then the grounding electrode?

Could be a simple mistake. Just call him/her and ask why the 3/0?
