grocery stores, electric defrost heaters

In freezer cases used in grocery stores there is a 60 amp 2p circuit breaker which feeds a line up of cases, maybe 4 cases can be connected to one 60 amp feeder, usually #12 taps are made to each of the individual cases, the inspector states that these #12 must be protected. The manufacturer does not offer individual circuit breakers or fuses blocks since there is no room in the bottom of the case where the 60 feeder comes in.

Has any one had this problem? And how was is solved.

I have been doing supermarkets for about 15 years and have never seen an electric defrost set up that way. Always individually protected circuits.
 
I agree with I-wire.
Are the #12s factory installed and, if so, are the cases listed and labeled by U.L. or another NRTL ?
