Groovy conduit install

In this thread (http://forums.mikeholt.com/showthread.php?t=194353) there is a discussion of putting conduit in a shallow groove in concrete. I'm confused as to when this can be used and not have the cover requirements of table 300.5 apply. I have a potential client who wants to run conduit in a shallow concrete groove in a walkway outside.

As cited in the thread 300.4(F). This is not an underground installation. It is actually a concealed surface location.

The discussion above talks about putting the conduit in the floor of a kitchen. Is that not underground? I would think anything below where you can stand is underground.

Not is a groove in the concrete, it isn't. The code section is quite clear. Have you not read it?
 
For arguments sake if the shallow groove were in a concrete slab on the 20th floor of a building would it be underground?
 
For that matter, what is the code for conduits in the slab? I don't think there is a minimum thickness in the code.
 
in a floor slab there is not a minimum depth, but in a wall surface you have the same requirements as behind drywall usually...but in a garage now??? Seem to recall some argument over driveways and garages...
Eh, what do I know..lol
