ground bar in 6x6 screw cover duct?

a ground bar is installed in a 6"x6" duct which is located just above panelboard. all romex home runs are run to duct with ground wires connected to ground bar in duct. a #6 copper wire is connected from ground bar in duct to ground bar in panel.
