Ground bar in sonotube encased concrete

Have seen this a couple of times now with ground mounted PV systems...standard 5/8" x 8' ground rod inserted into one of the footings for the ground mount post system. I have concerns that this is not an accepted grounding electrode conductor by definition of either a rod electrode (not in direct contact with soil) or a concrete encased electrode (concrete is not in direct contact with earth as it is encased by a sonotube). Am I missing anything here?

If the rod is below grade the concrete would enhance performance though it still doesn't meet CEE requirements. But don't sound like that is what you have.
