Ground bar needed?

I have a 6 gang meter base for townhomes, each have a main breaker outside. Does the panel need the grounds and neutrals separated? I know it should not be confusing. There is only 1 panel for each unit, in the garage. Thanks.

Yes , the main breakers are the service disconnects and the neutrals and EGC's are always kept separate after the service disconnect.

Yes. The mains in the meter stack render the inside panels sub-panels.
