Ground Bonding and 450.3(B) table rule

From secondary of utility xfmr, we tap off (2) disconnects, each disconnect will then feed two different buildings:

1. Does above two disconnect need to follow rule of table 450.3(B) note 2?

2. Do we require to bond grounding system of two buildings together?

Article 450 does not apply to a utility's transformer.

The secondary conductors of a utility transformer are service conductors.
